Article 10: "A qualified physician may offer abortion services to a woman who is not more than 20 weeks pregnant."
Article 11: "After 20 weeks of pregnancy, a physician may offer abortion services to a woman only if he or she considers it clinically appropriate and consults at least one other qualified physician."
On March 18, 2020, the U.S. newspaper The New York Times commented on New Zealand's passed abortion law as follows:
"The law, however, does not say what is considered 'clinically appropriate.' It simply says that the doctor must consult at least one other colleague and take into account 'all relevant legal, professional and ethical standards,' the woman's physical and mental health, her 'general well-being' and the age of the fetus. Agnes Loheni, a National Party MP who opposed the bill, said: 'This is how abortions are allowed up to the moment of birth. It's a broad, poorly defined, vague section with no regard for the unborn child.'"
According to the New York Times, also, New Zealand physician Dr. Catherine Hallagan said that "the term 'well-being' [...] is so broad that virtually all possible justifications for abortion could be acceptable."
